VP, Government Partnerships - 958
The Vice President, Government Partnerships is responsible for developing and managing Quantinuum's commercial relationships across the U.S. government customer ecosystem to accelerate market development, strengthen commercial opportunities, and position Quantinuum at the forefront of emerging government initiatives related to quantum technologies.
Reporting directly to the Chief Commercial Officer, this role serves as a senior commercial representative to government customers, building long-term, trusted relationships with government leaders, agencies, national laboratories, research institutions, and other strategic stakeholders that influence quantum technology adoption and procurement.
As a key member of Quantinuum's go-to-market organization, the Vice President, Government Partnerships works closely with Government Sales, Business Development, Product, and the Public Policy & Government Affairs teams to identify emerging opportunities, support pipeline development, provide market intelligence, and create pathways for commercial engagement. This role helps ensure Quantinuum is strategically positioned and represented wherever future quantum technology investment, policy implementation, research funding, and technology adoption discussions are taking place. Government engagement undertaken as part of this role will be coordinated with the Public Policy and Government Affairs team and conducted in accordance with applicable company policies and compliance requirements.
The successful candidate will bring deep knowledge of the federal landscape, a strong network across government, research, defense, and national security communities, and a proven ability to translate strategic relationships and market insight into tangible business opportunities.
Key Responsibilities:
Strategic Relationship Management

Develop and execute a comprehensive U.S. government account and market development plan, aligned with Quantinuum's commercial growth objectives.

Build and maintain trusted relationships with senior leaders across federal agencies, departments, national laboratories, research organizations, and strategic government institutions.

Expand Quantinuum's visibility and credibility as a commercial partner across priority government and research ecosystems.

Develop and maintain stakeholder engagement plans focused on organizations with current or future relevance to Quantinuum's commercial strategy
Commercial Market Development

Identify and cultivate strategic relationships that support pipeline development, market expansion, partnership opportunities, and future revenue growth.

Identify emerging government programs, funding opportunities, public-private partnerships, and research collaborations relevant to quantum technologies.

Create pathways for engagement between Quantinuum and government stakeholders that may lead to future business opportunities.

Support Government Sales and Business Development teams by facilitating introductions and commercial dialogue with mission and program stakeholders across the federal ecosystem.

Identify areas where government priorities, funding programs, and mission requirements align with Quantinuum's capabilities and growth strategy.
Strategic Ecosystem Development

Increase Quantinuum's commercial presence in government, research, and national security customer communities.

Develop strategic commercial partnerships across government, academia, industry, national laboratories, and innovation communities.

Support the Public Policy and Government Affairs team in positioning Quantinuum as a trusted partner for government-led technology initiatives , contributing commercial and customer perspective.
Government Ecosystem Intelligence

Monitor federal budget, appropriations, procurement, technology roadmaps, and funding programs relevant to pipeline and account planning.

Provide actionable intelligence to commercial leadership on government trends, stakeholder priorities, competitive activity, and market opportunities.

Maintain commercial account plans, stakeholder maps, relationship plans, and opportunity tracking in the company’s CRM for priority organizations and initiatives.

Identify emerging programs and initiatives early enough to inform Quantinuum’s strategy, partnerships, and commercial positioning.
Cross-Functional Leadership

Partner closely with Commercial, Business Development, Product, Research, Legal, and the Public Policy & Government Affairs teams.

Ensure coordinated and consistent engagement across government stakeholders.

Support strategic account planning by providing relationship intelligence and stakeholder insights.

Connect government customers and program stakeholders with the appropriate internal business leaders on commercial matters, while referring policy, legislative, and regulatory matters to the Public Policy and Government Affairs team and coordinating export control matters with the appropriate internal functions.
Must Have’s

Bachelor's degree required; advanced degree preferred.

10+ years of experience working with or within the U.S. federal government, defense, national security, research, or advanced technology sectors.

Demonstrated success building and managing senior-level government relationships.

Deep understanding of the U.S. federal ecosystem, including agencies, national laboratories, and government-sponsored research organizations.

Outstanding communication, influencing, and stakeholder management skills.

Executive presence and credibility with senior external stakeholders.

Ability to operate effectively in complex, highly matrixed environments.

Due to Contractual requirements, must be a U.S. Person defined as, U.S. citizen permanent resident or green card holder, workers granted asylum or refugee status.

Due to national security requirements imposed by the U.S. Government, candidates for this position must not be a People's Republic of China national or Russian national unless the candidate is also a U.S. citizen.
